Latest News From Portainer shifts down Environments before clicking on one

Problem Description

When "Latest News From Portainer" loads, it shifts down the "Environments" widget. This usually happens right before the user clicks on an environment. It's very anoying since it doesn't appear every time and after opening Portainer I have to play the "will the interface shift or not" lottery.

Expected Behavior

• I open Portainer
• it loads quickly and I see the user interface
• I click on an environment
• the environment I just clicked opened

Actual Behavior

• I open Portainer
• it loads quickly and I see the user interface
• I move the mouse to click on an environment
• just before clicking, the "Latest News From Portainer" widget loads and shifts the Environments widget
• I click
• the wrong environment opens

Steps to Reproduce

1. Open Portainer
2. Move the mouse to click on the second Environment
3. Notice that it shifts down just before you click and now you clicked on the first environment
