[1.12.2] Vanilla shears not veinmining in survival

After trying to find out why modded shears don't veinmine in survival I tried vanilla. Both are working in creative but not in survival (breaking one block only).

Environment:

• VeinMiner-1.12-0.38.1.639+134fb1e
• MinecraftForge-14.23.0.2537

Reproducing:

• crate a standard creative world
• get vanilla shears from creative tab
• switch to survival
• try the veinminer key while using the shears on leaves.

Same problem here, I had not tested it on creative but when I tried it was just like you said, they work on creative but not in survival. I'm using Forge 1.12.2-14.23.1.2555 and VeinMiner-1.12-0.38.1.639+134fb1e By the way, other tools work, for example the axe. I also added some leaves to the hoe's block list and it worked, so maybe it have something to do with the fact that shears are a effective tool, while the other ones not.
