Feature request: DispenseAs flag for dispensers.

Feature request to add a flag for dispensers to dispense shulker boxes locked as unlocked, , or inherited.

This would solve a complication of dispensers dispensing shulker boxes that cannot be broken for shulker loaders / unloaders without unlocking the entire chain.

Bolt doesn't have flags. Also this sounds similar to #234 - it sounds like this may be a duplicate issue?
