Overlay resizing doesn't work for some applicatoins

(1) Issue/Bug Description: When going into window management mode, for some applications the overlay cannot be resized.

(2) Steps to reproduce (if you know): I couldn't resize for Slack (a snap application) and Whatsapp Web (a Chrome shortcut application). The windows can be resized normally (by dragging their borders)

(8) Monitor Setup (2 x 1080p, 4K, Primary(Horizontal), Secondary(Vertical), etc): Thinkpad T14 monitor only

(9) Other Installed/Enabled Extensions: Desktop icons - enabled Material shell - disabled Ubuntu applications - enabled Ubntu dock - enabled

(note the issue remains even if the last two are disabled)

I don't know if related, but stacking mode (Super+s) doesn't seem to work either. Note that I searched all of gnomes binding (with gsettings list-recursively) and couldn't find any <Super>s
