In Right-to-Left languages, the launcher does not correctly centre on screen.

In 22.04 wIth bacada0 and when in Arabic, the launcher does not centre, but hugs the right of the screen as such:

This also is present in 21.10 with 21f699e [the default on the current 21.10 intel iso (revision 7)]

Yes, the issue being open indicates the problem still exists. The issue would be closed if the problem was solved.
