Windows don't resize to fill space created by hiding panels
(1) Issue/Bug Description: Tiled windows don't fill in spaces left by panels - ie, hiding the top bar or dock leaves a gap where they used to be.
The space will get filled in if you reduce the width or height of the work area - ie, a gap where the dock was will get filled in if you show the top bar that was hidden. However, nothing happens if the available size of the work area only increases.
(2) Steps to reproduce (if you know):
- Set your dock to 'always hidden'
- Turn on window tiling
- Set dock to 'always visible'
(3) Expected behavior: Pop Shell should resize the windows to fill the now-empty space.
