Built-in screen recorder not working

The Ctrl-Alt-Shift-R screen recorder is not currently working on a fresh install of 21.04. The machine I'm seeing this on right now is the Pangolin with AMD graphics, but it's been unreliable on other systems as well.

Last time this happened, it was caused by missing packages, but the dependencies added then seem to still be present now. It's possible something else is now missing. I am not getting any output in journalctl --follow when this fails to work.
