Top panel refreshes only on mouse hover

(1) Issue/Bug Description: Battery percentage indicator (widget) refreshes mostly on mouse hover, rarely on its own. This sometimes affects the time/date widget as well.

(2) Steps to reproduce (if you know):

(3) Expected behavior: Refreshing battery percentage more often, for example, every 10 seconds.
