Scaling options missing in non-standard resolutions

I'm running Pop_OS! in VMware Player and noticed when I just have the window maximized I lose my currently set scaling and the scaling option disappears from the settings menu. The resolution when just having the VM window maximized (instead of full screen) is 3840x1987. This makes it inconvenient to use in a VM. Vanilla Ubuntu doesn't seem to have this same issue.
