Redundant, untranslated notification on first login

When a firmware update is available, two notifications are typically displayed (clicking on the first does nothing, clicking on the second opens the firmware manager):

The redundant, non-functional notification only appears when logging in for the first time; logging out and back in on the same boot only displays a single notification.

With non-English translations, the non-functional notification is untranslated:

I would guess that the non-functional notification is running for GDM or some other system-wide user that's still set to English.
