Feature request: prompt for updates for new changelog entries, not just BIOS version changes

Distribution (run cat /etc/os-release): Pop!_OS 22.04

Related Application and/or Package Version (run apt policy $PACKAGE NAME): system76-firmware

Issue/Bug Description: Currently, only BIOS version is checked when the application is determining whether there is an update available. If other components (EC, ME) are updated, the new changelog entry appears, but the user is not prompted to update. Manually updating with system76-firmware-cli schedule installs the updated component.

Steps to reproduce (if you know): Current pang12 EC update shows the behavior, since it didn't also update the BIOS version

Expected behavior: The ability to update any component independently of BIOS would be a nice addition
