Language set does not apply to livedisk gdm

Issue/Bug Description The language in gdm of a persistent install medium (the drive running the installation) should change to the one selected when installing to a different disk.

Steps to reproduce (if you know) In a distinst install script add or change -l "en_US.UTF-8" to something else (ie. -l "es_ES.UTF-8") Boot the newly installed disk See that the language is now in the newly set language :+1: Reboot into the persistent install medium See that the login screen is not in the newly set language. :-1:

Expected behavior Login screen is in the installed language.

Other Notes This issue is kindof like the opposite of #68 in terms of what works and what doesn't (when both should work).
