Possibly this is already in Cosmic, in which case you can just close this issue again, but there is a UX enhancement request for regular shell spread across a number of issues:

I believe this is planned in COSMIC DE. Gnome-based COSMIC likely will not receive work on this feature, unless it's a community effort.
