[Feature Request]: Compiz style screen maginification

I have a friend who is vision impaired and currently uses an older version of xfce with the compiz compositor because the way the gnome screen zoom works is not not easy to use and just generally does not work well for folks with these accessibility concerns. The the compiz magnifier plugin works in similar manner to the Microsoft Windows one, which many folks are already accustomed.

I have a feature request to add this style of magnification options to cosmic/pop to improve the accessibility of this distro to folks prefer this sort of magnification.

It would also be preferable to set a shortcut/hotkey to turn it on and off.
