[Design] Behavior with Gnome 40+

With https://github.com/pop-os/cosmic/pull/184, Cosmic is largely working on Gnome 40 (Gnome 41 should be similar; it doesn't seem like too much is changed).

One thing that is currently disabled on Gnome 40 is the change to the position of the workspace switcher. Gnome 40 doesn't have a "workspace switcher", which is replaced with a smaller "workspaces minimap". Which does however appear on additional monitors:

I'm not sure exactly how we want to change the way workspaces are handled in the overview on Gnome 40+. But we'll need to figure that out for the release of Pop!_OS 21.10.
