Settings GUI does not acknowledge config file changes

Reproduce:

  1. Update a setting like active window hint size from the config file
  2. Setting successfully applies
  3. Settings GUI is now desynced from the actual value

Closing and opening the settings GUI or reloading COSMIC does not resync the values. I assume the GUI must be pulling the value it displays from a completely different location.
