Feature request: recovery partition & OS upgrade page

Tried updating my recovery partition today, and found I either will have to log back into Gnome, or do it with CLI. We will probably want this page for MVP since recovery partition is a core Pop feature.

In Gnome, this page is also the OS upgrade section, if that still seems like the best place for such a thing.
