[Bug] Panel auto-hide does not reset with fullscreen windows

Issue/Description: When windows are set to full-screen, the COSMIC Panel auto-hide behavior does not reset. If panel was visible at the time when auto-hide is activated the panel remains visible unless all the full screen window leaves full screen & goes to either minimized/maximized state. The same behavior goes for showing panel.

Steps to Reproduce:

• Enable auto-hide for COSMIC Panel.
• Open any application in fullscreen mode.
• Attempt to access the panel by moving the pointer to the screen edge.

Expected Behavior: Panel auto-hide should reset properly regardless of the state the window is opened in.
