Popups get dismissed when moving the mouse quickly on the panel

Popups seem to be dismissed whenever the cursor is moved off of the panel icon, the only way to access the panel applets is to hold the cursor down as you move onto the popup

I noticed this happens for me only when I set "Focus follows mouse" to 0 or other low value in cosmic settings. Disabling focus follows mouse prevents the bug from happening
