System freezes instead of waking from suspend from plugging in thunderbolt

I'm not able to wake my laptop from suspend by plugging my laptop into a Thunderbolt 4 dock. I am on a System76 lemp10 machine (Intel i5-1135G7 / Mesa Intel® Xe Graphics (TGL GT2)). I am able to wake this way after I suspend in a Pop session, but not a COSMIC session. I think this is a recent bug. I've been trying out COSMIC for a few months on the same setup and don't think I've run into this before.

Steps to replicate

  1. Click "Suspend" from power menu.
  2. Close laptop lid (may not be necessary).
  3. Plug in Thunderbolt cable.

All I see on my monitors is a gray screen with a cursor, which is frozen. The laptop doesn't become responsive even after I unplug the cable. I did see these lines in the logs. Let me know if there is more information that would be helpful:

kernel: pcieport 0000:02:00.0: not ready 1023ms after resume; giving up
kernel: pcieport 0000:00:07.0: pciehp: Slot(0): Card not present
kernel: pcieport 0000:02:00.0: Unable to change power state from D3cold to D0, device inaccessible

I've started seeing the system freeze up every time I plug in the Thunderbolt cable now, including when the lid is open and I'm logged in, not just when it's suspended. As soon as I plug in the cable, I just see the gray screens with the frozen cursor and hear the fans spin up, and I have to restart to get the laptop in a working state.
