Notification pop-up no longer appears near the notification applet

To be honest, I'm not sure that the behavior has changed here. The Notifications applet is in the bottom section of a panel on the right side of the screen, so the layer shell surface appears in the bottom right corner. A layer shell surface is used because it can be created on the active output, but there isn't a reliable way of positioning the shell surface next to the applet, like we would a popup.

I could easily be misremembering it working differently. I'll move it to Epoch 2 for considering changes/improvements.
