Using https://github.com/pop-os/libcosmic/pull/1020.

Unlike https://github.com/pop-os/cosmic-workspaces-epoch/pull/220, this doesn't seem to work as expected.

I need to check if cosmic-panel is dealing with scroll events correctly.
