Electrum wallet is not opening.

Just re-installed and it sis till not opening.

downloaded this version Latest Version: 3.1.3.1 (released 2018-04-19)and its not opening on my windows 8 old version not showing recent transactions new version keeps saying the program cant start because api-ms-win-crt-math-l1-1-0.drill is missing please how can i fix this or is it from wallet previous version was working fine for me and my coin is still stuck there i cant use it since the new wallet is not working
