Document how to remove GitHub-specific content

The stable dependency manager (and soon corral too) support origins other than GitHub, such as GitLab, so a good chunk of the document does not apply to libraries hosted elsewhere. However, since a lot of automation done with this template is GitHub-specific, instead of removing these mentions, it makes sense to instruct how to remove these in USAGE.md.
