Move WRAP Standard Packages Into Separate Repo

Is your feature request related to a problem? Please describe. Currently the toolchain repo (prev monorepo) is a bit too monolithic. It includes packages for the Polywrap toolchain, along with the backing "WRAP Standard" packages (wrap.info manifest schema, test cases, etc).

Describe the solution you'd like To help "fractalize" the monolithic toolchain repo, we should move some packages out into their own repo. The first path we've discussed was moving the WRAP standard packages into their own repo. It's still unclear exactly what packages this includes.

Additional context This has been discussed and seems to have consensus among core devs.
