Disabling SCHEMA_CACHING breaks WHERE clauses

Disabling SCHEMA_CACHING seems to break queries which include WHERE clauses for Jdbc Adapters. This, due to the fact that JdbcEnumeratorConverterRule gets added a second time to the planner, which is forbidden.
