Allow transfer where balances module is different instance

After https://github.com/polkadot-js/apps/issues/4078 (aka in polkaBtc, dot.transfer to be used)

Slightly more problematic, the top-menus may be an issue.

We also need this to enable the per-account menus, i.e transfers should happen from there as well.
