Remove Auctions page

Auctions have been deprecated for a while now in favor of coretime. The Auctions page still says it will be removed once coretime is active, which it has been.

This is really a part of the general coretime UI improvements ( https://github.com/polkadot-js/apps/issues/10285 ) but simply removing the page should be much quicker to implement than full support for coretime.
