Display the name instead of the empty smart card space for Uzbek students

Uzbek students do not have a smart card. Therefore, in the profile section, the smart card is not displayed, which means that their name is not shown, only their student ID number. The solution could be to display the name instead of the empty smart card space for Uzbek students.
