Subscription: Sending `new` notification to admin on `overdue` to `active` transition

Currently, we send an email once the subscription becomes active to notify the admin of a new subscription. However, we need to exclude overdue from the previous state check to avoid re-attempted charges to trigger a "New subscription" notification once they are successfully re-attempted.
