Provide quick-link for admins to badge settings on the public issue page

I am not getting much funding but I would like people to know how much I estimate the costs to be.

So, the workflow that I propose:

1. Someone creates and issue
2. I click on the polar badge
3. Somewhere, I see "Manage" or "Edit" or "Update"
