Move Discord/Slack notifications into the native webhooks system

This is mostly the same logic, and forces us to have two very similar configuration settings in the app.

The only difference is the payload of the webhook, but this could be controlled with a specific setting on the webhook itself. Pydantic Logfire does it very nicely:
