Adds ability to create recurring budget by Daily, Weekly, Monthly, or "Yearly" Tags.

Would change to allow lower case, but this first pass seems to work.

Would also be good to allow the closing of a budget. For now a solution would be to create a new line allocation = $0 at the date you wish to stop
