Add script for Varistor / MOV

Current KiCad footprints have wrong hole dimensions and the original generator script cannot be found (if existing). This commit adds a script to generate Varistors based on TDK StandarD series (compatible with Bourns MOV series).

A script to generate the 3D files is still to be done. But as far as I understand, the 3D generators are stored in this repository.
