so far noone bothered implementing this. if this is desirable, we should do it with inotify though, and watch changes as they happen correctly, indepdently of any idle exit logic.
Note that we currently have fields ProtectControlGroups=, ControlGroup=, ControlGroupId=. Hence the new setting should be called PrivateControlGroups= I guess.
