Add hover text to web player

In its current implementation, the web player as viewed through Chromium 103.0.5060.134, there is no clear indication on what some player buttons do. This particularly affects the double left/right arrows, the plus button, and the scissors button. To people that are familiar with Podverse and have read up on its documentation, they will likely understand, but having that hover text in place will prevent any confusion from people who may have selected Podverse at random and don't understand exactly what each button does.

@eroc1990 I'm sorry for the delay on this. It's a pretty simple task, but there's too much on my plate at the moment. I'm going to unassign myself for now.

Also, I'm going to make more of an effort to label issues "good first issues". This would be a great one for new contributor.
