Podcasting 2.0 chapters do not load for downloaded episodes played in offline mode

Podcasting 2.0 chapters are stored in a remote file that needs internet access to download. We should probably handle saving that file locally at the time someone downloads the episode file, then load those chapters from local storage instead of retrieving them remotely when in offline mode.
