Enhance Pick field sortable and UI

Description

The new repeatable field option is awesome but now the pick field UI is quite different from the repeatable UI. I think it's best to use the same components on the pick field to enhance the sortable option and create a more aligned and WP core integrated UI.

This is pending the revamp of the file/pick UI into full React, right now there's a backcompat Backbone solution in place that we will replace.
