Add Variable Subsetting to subscriber

A user may want to specify the variables they want from a subsetter/harmony request. This should be an option from the CLI subscriber/downlaoder tools.

Perhaps:

a command to generate a variable skeleton (look up all the variables) and have the user edit it. Then, specify this on the cli as an option (--variable-file) and have the user specify variables that way.
