Nuget packaging: the noarch package file name is missing the 'vs' prefix

Generating Nuget packages with the poco/packaging/windows/nuget/pack.cmd command produces a noarch package with a missing 'vs' prefix. For example

Poco.DataMySQL.160.noarch should be named Poco.DataMySQL.vs160.noarch
