(Update) Display `Active` page by default if a user is validator

When validator opens Voting DApp, he has to wait for a few seconds until all ballots are loaded.

Displaying the Active page by default instead of All page could eliminate the need in waiting.

The suggestion is to display Active page by default if the user is validator (votingKey is valid).
