Update the ISSUE_TEMPLATE (s) to include `👀 needs peer review` label

Now since we are a bigger team we should always include 👀 needs peer review label so that at least one (other) maintainer will take a look at the issue before we open it up to be taken.

The idea is to update the:

• feature-request.yml
• bug-report.yml

issue templates to also add the 👀 needs peer review label.

Along the way we could research how to specify the default Issue Type for an issue so that Bug template will have Bug issue type and Feature template will have Feature issue type set by default

also one additional comment from my side is that PR that will implement this change should be done directly to main branch which is the default branch of this repo
