Add BackgroundEmphasis to pnp:Footer

I would really like an option to be added to pnp:Footer to allow setting the Background Emphasis similar to how to Header allows this with BackgroundEmphasis="pnp:Emphasis".

I have encountered the same need today. In pnp powershell it is called BackgroundTheme by the way, so it should not be too difficult to implement. https://pnp.github.io/powershell/cmdlets/Set-PnPFooter.html#-backgroundtheme
