Unable to apply a template to Modern Communication sites.

[x ] Office 365 / SharePoint Online [ ] SharePoint 2016 [ ] SharePoint 2013

Observed Behavior

When applying a template to a communication site the engine always stops with no errors at the "Footer" step. It's been like this since at least November 2019.

Steps to Reproduce

Use your own template or extract a new one from a communication site. Use cc.Web.ApplyProvisioningTemplate to apply the template. Wait for the Site Footer step. And then wait forever.

This issue has been identified and fixed in Branks fork here > https://github.com/Brank/PnP-Sites-Core/commit/fbac57f232109c81da83e79193121e84e54c5057 and discussed here > https://github.com/pnp/PnP-Sites-Core/issues/2564.

Brandon closed the issue, but there has been no resolution or fix applied for such a critical issue.

https://github.com/pnp/PnP-Sites-Core/pull/2681 has been merged, could you test again with latest version ?
