Figure out national parks and nature reserves

I'd like to get a partially transparent fill with a less transparent edge, similar to osm-carto and US NPS maps.

When trying fill: inlay I was getting odd results (https://github.com/tangrams/tangram/issues/661) but there might be a better way to do this technique.
