Update Osmand Map Creator

Newer versions of Osmand Map Creator have switched to building one file per call instead of all files in osm folder.

Look into running on openjdk17 at same time. https://github.com/osmandapp/OsmAnd-tools/issues/484

Can fall back to using snapshot.debian.org if needed.
