Bug: Research Queue Auto Sequence priority issue

note: this is a duplicate of #322 if a Queued Research's Knowledge requirements is near the curent Knowledge limit the Auto Sequence might execute before the research can complete this will results in research will never be completed until manual intervention

this seems to applies to buildings that requires knowledge

I'm guessing the cause is that the check for "queued research/building completion" is behind the check for "Auto Sequence"
