romio: extend binding generation to ROMIO

the info hints block are processed by python binding layer. Currently that does not include ROMIO. :disappointed:

So, you can't do info hints block in ROMIO yet. Not until someone extends the binding generation to ROMIO

Currently ROMIO does its own binding layer logic and it does not conform to how mpich does it.
