ch4/ofi: Add support for FI_MR_ENDPOINT

Pull Request Description

FI_MR_ENDPOINT requires that memory regions be bound to an endpoint before they can be used. This is in addition to any other bindings that may need to happen.

The MR also needs to be enabled after all of the bindings are done.

Yeah, I've noticed an issue in some internal testing that I want to resolve first. I'll let you know when I take it back out.
