Issue #296 added the policy-violations goal to interrogate Dependency Track as to whether any Policies have been violated by a Project after an SBOM upload.

This work omitted the HTML report transformer.

An HTML should be created that renders the all of the policy data and the violation state retrieved for the current Project.
